Actually, that picture was taken just before the man collapsed from massive blood loss and died. You should really do your research..
The man was walking along the path under a construction site, and the window that was being installed 10 floors above fell out, striking the man and obliterating his head. The photo was taken seconds after the blood splatter cleared..
